Vietnam and UNIDO have signed a USD 72 million cooperation program for 2025–2028 to support green industry, circular economy, stronger value chains and industrial policy capacity. The program matters to manufacturers, investors and policymakers because it combines policy support, technical assistance and investment mobilization.

Vietnam and the United Nations Industrial Development Organization have signed a new Country Programme for 2025–2028, creating a clearer framework for industrial cooperation and setting aside a planned budget of USD 72 million. The agreement matters because it links policy support, technical assistance and investment mobilization to Vietnam’s push for greener manufacturing, stronger competitiveness and more resilient value chains.

Signed in Hanoi on April 20, 2026, the program brings together Vietnam’s Ministry of Finance and UNIDO, with participation from ministries, research institutions, local authorities and development partners. The new framework reflects a broader shift in the Vietnam–UNIDO relationship, which UNIDO Director General Gerd Müller said has evolved from standalone projects into integrated and scalable solutions that combine policy advice, technical support and investment mobilization.
According to Müller, the next phase of cooperation will focus on helping Vietnam build a modern, competitive and sustainable industrial base. He said the new Country Programme will support the country’s industrial transition toward greener, more circular and more inclusive development, while raising domestic value creation and improving competitiveness.
Vietnam’s side framed the program as part of a wider national development agenda. Deputy Minister of Finance Tran Quoc Phuong said the cooperation framework aligns with Vietnam’s socio-economic development strategy and plan, while also supporting the country’s goals of becoming an upper-middle-income economy by 2030, a high-income economy by 2045, and reaching net-zero emissions by 2050.
The 2025–2028 program is built around three priorities. The first is the transition to green industry and a circular economy. The second is improving industrial competitiveness and developing sustainable value chains. The third is strengthening industrial policy, institutional capacity and partnerships. Together, these priorities are designed to move beyond individual projects and create a broader platform for industrial upgrading.
The agreement also builds on a long partnership. Since formal cooperation began, UNIDO and Vietnam have worked on more than 170 projects since 1978 across areas including small and medium-sized enterprise development, quality infrastructure, energy efficiency, cleaner production and sustainable supply chains. The new program is expected to expand that cooperation through more comprehensive interventions that connect policy, technical expertise and investment.
One practical area of opportunity is agro-processing. The program is expected to open new cooperation opportunities in industrial processing for agricultural products, especially value chains such as rice and tea. The aim is to increase value creation, meet sustainability standards, improve climate resilience and support rural livelihoods.
The signing reinforces Vietnam’s intention to pursue industrial growth that is innovative, inclusive and sustainable. It also signals a more coordinated approach to mobilizing resources and implementing industrial development programs with measurable development outcomes.
