Quang Ninh has approved a 347.79-hectare industrial park near Van Don Airport with an investment of VND 2.578 trillion. The project is part of the province’s long-term plan to expand industrial zones, attract high-quality investment, and support sustainable economic growth.

Quang Ninh has approved the investment policy and investor for a 347.79-hectare industrial park near Van Don Airport, reinforcing its long-term strategy to expand industrial capacity and strengthen its role as a coastal economic hub. The project is positioned as a key component in the province’s industrial development pipeline, supporting sustained economic growth.

The project involves the construction and operation of industrial park infrastructure in the northeast area of Van Don Airport, within the North Van Don Airport industrial zone. Quang Ngan Industrial Investment and Development JSC has been selected as the investor. The industrial park will focus on supporting industries and operate for a period of 50 years.

With a total investment of VND 2.578 trillion, the project will be developed across 347.79 hectares. Implementation is divided into two phases. Phase 1, covering 202.68 hectares, is expected to be completed within 36 months from land allocation. Phase 2, covering 145.11 hectares, is scheduled for completion within 18 months.

Industrial expansion aligned with provincial planning

Quang Ninh has consistently positioned industrial parks and economic zones as key drivers of its economic development strategy. In earlier planning orientations, the province targeted the development of additional industrial parks, including Dong Trieu Industrial Park (178.31 hectares), the North Van Don Airport Industrial Park (comprising the 347.79-hectare northeast zone and a 103-hectare northwest zone), Hai Ha Industrial Park (Phase 2), and the expansion of Dong Mai Industrial Park.

This development pipeline reflects a structured approach to expanding industrial land supply while aligning with investment demand and regional planning priorities.

Long-term master plan defines growth corridors

Under the Quang Ninh Provincial Master Plan for 2021–2030, with a vision to 2050, the North Van Don Airport Industrial Park and Dong Trieu Industrial Park are expected to create new development space and resources. These projects are designed to support broader socio-economic growth across the province and surrounding regions.

The master plan, approved by the Prime Minister under Decision No. 80/QD-TTg dated February 11, 2023, outlines a development framework of five economic zones and 23 industrial parks. This provides a long-term foundation for industrial expansion and regional economic integration.

Focus on high-quality and sustainable investment

Authorities emphasized that the industrial park will prioritize projects that use modern technology, are environmentally friendly, and generate high added value. Efficient use of land, water, and energy resources is required, and projects with high energy consumption or environmental risks will not be accepted.

This signals a shift toward selective investment attraction, focusing on quality rather than volume, in line with sustainable development objectives.

Strong oversight and clear investor responsibilities

The Quang Ninh Economic Zone Authority and Van Don special zone administration are tasked with closely supervising project progress, environmental protection, and site clearance. This ensures consistent oversight throughout implementation.

The investor must comply with regulations related to land, construction, and cultural heritage, while mobilizing sufficient resources to meet approved timelines and quality standards. In parallel, the investor is responsible for developing synchronized infrastructure and attracting secondary projects aligned with provincial and regional planning frameworks.
