Ninh Bình has approved the 628.36 ha Hà Nam High-Tech Park infrastructure project, with nearly VND 5.99 trillion in total investment. The project will support technology and modern industrial investment, with implementation planned from 2026 to Q2 2032.
Ninh Bình has approved the investment policy and investor for the Hà Nam High-Tech Park infrastructure project, a 628.36 ha development designed to support technology projects and modern industrial investment. The project gives the province a large-scale platform to attract high-tech activities and expand industrial infrastructure in the coming years.
A large-scale high-tech infrastructure project
The Ninh Bình Provincial People’s Committee issued Decision No. 1846/QĐ-UBND on 21 May 2026 approving the investment policy and investor for the project to build and operate infrastructure for Hà Nam High-Tech Park.
The project investor is Vietnam - Singapore Urban and Industrial Park Development Joint Stock Company. The company is headquartered at VSIP Bắc Ninh Industrial, Urban and Service Park in Từ Sơn ward, Bắc Ninh province.
The project will be developed in Trần Thương, Nhân Hà and Nam Lý communes in Ninh Bình province. With a planned land area of about 628.36 ha, the project aims to build and operate high-tech park infrastructure, creating space for technology and modern industrial projects.
Nearly VND 5.99 trillion in total investment
Total investment is nearly VND 5.99 trillion. Of this amount, investor equity is VND 898.5 billion, while more than VND 5.091 trillion will be mobilized capital.
The project has an operating term of 50 years from the date of land allocation, land lease or approval for land-use conversion. It is planned for implementation from 2026 to the second quarter of 2032, with a construction period of 60 months from the date land is allocated or leased.
The project is also eligible for investment incentives and support mechanisms under current regulations.
Compliance and coordination requirements
Ninh Bình authorities require the project implementation process to comply fully with regulations on investment, land, construction, environment, real estate business and high technology.
The investor is responsible for ensuring capital availability, accelerating land procedures and site clearance, and coordinating with departments, agencies and local authorities so the project can start construction and move toward operation.
The Management Board of Nam Cao University Area and High-Tech Park has been assigned to lead coordination with relevant units, provide guidance, inspect and supervise implementation, and resolve difficulties in a timely manner. The goal is to ensure the project follows the approved planning and the province’s high-tech development direction.
The People’s Committees of Trần Thương, Nhân Hà and Nam Lý communes, together with related departments and agencies, will coordinate site clearance, connected infrastructure and procedural support to accelerate implementation.
